If you are a thin petite woman, shopping is a little easier for you since you can find pants that don't need to be hemmed by shopping in the Jr. department of Walmart, Target, Limed Too, or your favorite store and try a size 16. The length of pants fit great and it's nice that they don't need to be hemmed. Just remember to shop age appropriately. You don't want people to know you shopped in the juniors department.
